BOARD MEETING MINUTES
April 1, 2019

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, April 1, 2019.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were John Hoiby, Gayanne Skogen, Galen Brainerd, Mark Zimmer & Karen Hanson.  Terry Hegeholz attended also. 

Mike Newman thanked his wife Leah and his family for the years of support during his time on the Board and as Village President.  He started on the Board in 2004 and thanked Rod Keith for offering the position on the Board years ago.  He thanked the employees for their support and help throughout the years.  He has a lot of fond memories, wishes his successor the best filling the position as Village President and will help in any way he can to make the transition smooth. 

Motion by Brainerd, seconded by Hanson to approve the Agenda, carried.

Motion by Zimmer, seconded by Hanson to approve the March 4, 2019 Regular Board Meeting, March 18, 2019 Public Hearing & March 18, 2019 Special Board Meeting minutes, carried.

TREASURER’S REPORT:  Motion by Zimmer, seconded by Skogen to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow was absent from the meeting and Newman reported residents should continue to run water to avoid freeze up.  Motion by Zimmer, seconded by Skogen to approve hiring Don’s Sweeper Service to clean the streets in the Village this Spring, carried. Motion by Zimmer, seconded by Hanson to hire R & R Waste Systems Cleaning to clean & televise some sewer lines in the Village spending up to $4,000.00, carried.

Newman reported Darlene and Jessica worked together to electronically submit a water audit to the DNR.  It is a new requirement and will have to be submitted annually in the future. 

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:
Jonathan Fields-Bruce Stock:  Newman reported Jonathan Fields submitted a written request to close Main Street for a music event sometime in August.  He plans to have several bands play that day and it will be similar to Bruce Stock that he organized in the past.  The Board looks forward to working with Fields to make the event a success.

PUBLIC COMMENTS:
Kathy Stempf, Librarian at the Bruce Area Library, attended the meeting and offered an annual report of the Library to the Board to review.  Copies are available at the Library for the public also.
Jim Frisinger spoke to the Board about concerns he had about the numerous potholes on the streets in the Village.
Barry Frisinger spoke to the Board about the Village’s lack of purchasing items from local businesses. 

APPLICATIONS:
Operator’s License
Motion by Hanson, seconded by Brainerd to approve a regular operator’s license for Josie L. Loomis, carried.

COMMITTEE REPORTS:
Public Works:
Potential New Village Shop Update: Newman reported a Pre-Construction Meeting is scheduled for Thursday, April 11, 2019 at 12;30 p.m. at the Village Hall for the Shop Project.
Bond Counsel: Motion by Brainerd, seconded by Hoiby to approve tabling the “Bond Counsel” issue until the May, 2019 Regular Board Meeting, carried.
Short Term Financing:  Motion by Zimmer, seconded by Skogen to approve accepting the bid for a $100,000.00 line of credit from Chippewa Valley Bank for one year at a rate of 3.95% with no fees assessed and to set up a non-interest bearing checking account to handle funds received by the DNR during the Shop Building Construction Project, carried.
Committee Meeting March 21, 2019 Report:  A committee meeting was held on March 21, 2019 to review the status of the North Main Street Reconstruction Project.  The committee also discussed equipment needs of the Public Works Department with Darlene Wundrow.  They also discussed how to proceed with the property at 202 W. Railroad Avenue.  The committee recommended proceeding with the application for the planned scope of the North Main Street Reconstruction Project and to add the replacement of the Coleman Street Lift Station and update/repair the forced main to the project.
North Main Street Reconstruction Project-USDA Rural Development Funding: Motion by Hoiby, seconded by Hanson to approve proceeding with the application for the planned scope of the North Main Street Reconstruction Project and to add the replacement of the Coleman Street Lift Station and update/repair the forced main, carried.  Motion by Hoiby, seconded by Hanson table the “North Main Street Reconstruction Project-USDA Rural Development Funding” issue until the May, 2019 Regular Board Meeting, carried.

Public Welfare:
Flower Baskets on Main Street: No new information to report.  Motion by Brainerd, seconded by Zimmer to table the “Flower Baskets on Main Street” issue until the May, 2019 Regular Board Meeting, carried.

Administration:
Committee Meeting March 25, 2019 Report: A Committee meeting was held on March 25, 2019 to review and recommend any needed updates to Ordinance Title 11.  Recommendations are to adopt all suggested changes on the “tarred” items listed above.
Update Ordinances: Motion by Brainerd, seconded by Zimmer to approve recommended changes to Ordinance Title 11 as follows;
11-1-1:  Contact State to see if there are any updates/additions needed concerning Drone Use.  Nothing in our present Ordinance addresses Drone use.
11-2-2 through 11-2-3:  Defer on this issue to updated State Statutes: (these Ordinances deal with concealed weapons).
11-2-4:  Update as needed to comply with State Statutes.
11-2-11:  Update as needed to comply with State Statutes.
*11-3-6 (d):  Eliminate this section.
*11-3-7 (d):  Eliminate the reference to a specific dollar amount, and replace with “a charge at the present rate the Bank is charging for worthless checks.
*11-3-12 (d):  Eliminate reference to “Police Department” replace with “Local Officials”.
11-3-13:  The Village needs to contact the school to address the issue of parking in the cemetery during school sporting events.
*11-4-2 (a):  ADD #5:  “Violations of numbers 1-4 above will be referred to the Rusk County Sheriff”s Department.
*11-4-2 (b) (e):  Penalties – replace this section with “to be determined by Rusk County Law Enforcement”.
*11-4-3 (a) (8):  change “”village Police Department” to “Rusk County Sheriff’s Department”
*11-4-3 (a) (9):  Change reference “at least 18 years of age” to “Legal Age as defined by Wisconsin State statute”.
*11-4-4 (d) (e):  Eliminate ALL and defer to Rusk County Law Enforcement.
*11-4-4-(i) (j) (l):  Change “18” to “Legal Age as defined by Wisconsin Statutes”.
*11-4-6 (a) (1 & 2):  Remove all dollar amounts and defer to Rusk County Law Enforcement.
*11-4-7 (d):   Remove all dollar amounts and defer to Rusk County Law Enforcement.
*11-4-8 (c):   Remove all dollar amounts and defer to Rusk County Law Enforcement.
*11-5-1 (d):  Change “Village Law Enforcement Officials” to “Rusk County Sheriff’s Department Officials”.
*11-5-1 (e) (2):  Eliminate and refer issue to Rusk County Sheriff’s Department.
*11-5-12 (a) (b):  Refer all to Rusk County Sheriff’s Department, carried.

Election Board Member Approval-Chris Hamel:  Motion by Hanson, seconded by Skogen to approve Chris Hamel to the Election Board, carried.

Finance:
2011 Street Rehab Project Loan Payment:  The annual loan payment for the 2011 Street Rehab Project was made on March 6, 2019 to Chippewa Valley Bank in the amount of $30,076.35.  The balance on the loan after making the payment is $57,090.49.
Main Street Project & Water Tower Project Annual Loan Payment: The annual loan payment for the Main Street Project & Water Tower Project was made on March 6, 2019 to Superior Choice Credit Union in the amount of $14,794.90.  The balance on the loan after making the payment is $27,875.57.
Committee Meeting March 21, 2019 Report: A Committee meeting was held on March 21, 2019 to  review Status of North Main Street Reconstruction Project, discuss equipment needs of the Public Works Department with Darlene Wundrow and discuss options for how to proceed with the property at 202 W. Railroad.

APPROVAL OF BILLS: Motion by Brainerd, seconded by Hanson to pay vouchers and electronic tax payments totaling $103,722.13, carried.

ANNOUNCEMENTS:
Spring Election-April 2, 2019.  Poll hours are from 7:00 a.m. to 8:00 p.m. Village residents may vote at the Village Hall, 100 W. River Avenue, Bruce, WI  54819.
Recycling Event, Saturday April 13, 2019, 8 am to Noon-at the Rusk County Highway Shop.  Call 715-532-2167 for more information.
