VILLAGE OF BRUCE
BOARD MEETING MINUTES
January 3, 2017

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Tuesday, January 3, 2017.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Mark Zimmer, Shane Trott, Bobbi Jo Fillion, Gayanne Skogen and Jim Moore. Terry Hegeholz attended also.

Motion by Fillion, seconded by Trott to approve the Agenda, carried.

Motion by Zimmer, seconded by Fillion to dispense of the reading and approve the minutes of the December 5, 2016 Regular Board Meeting, carried.

TREASURER’S REPORT: Motion by Fillion, seconded by Trott to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported the workers are removing ice on the Village Streets and changing out water meters.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS: None.

 PUBLIC COMMENTS: None.

APPLICATIONS: Operator’s License:  Motion by Zimmer, seconded by Fillion to approve a regular operator’s license for Crystal M. Cerra, carried.

COMMITTEE REPORTS:
Public Works:
Potential New Village Shop:  Newman reported that two meetings were held in December to tour facilities and discuss options for a new Village Shop. Motion by Doke, seconded by Moore to table the “Potential New Village Shop” issue until the February, 2017 Regular Board Meeting, carried.
Committee Meeting December 20th & 29th, 2016 Report: The Committee and other Board members met on December 20, 2016 at the Town of Flambeau Town Hall. They toured the facility looking for ideas for a possible new structure for the Village of Bruce’s Shop building. Bob Parmley, Larry Gotham and Darlene Wundrow also attended. The Committee and other Board members met with Larry Gotham on December 29, 2016 at the Bruce Village Hall and reviewed information he provided regarding a design and the future needs for a new shop.  They discussed steps involved with securing financing for the new facility.  Gotham suggested getting Board approval to submit a variance request to the DNR to keep the Village on track for this year’s project proposals.
Morgan & Parmley, Ltd.: Larry Gotham of Morgan & Parmley attended the meeting to discuss with the Board options for applying for funding for a new Village Shop. The Village has approximately $100,000.00 set aside towards the construction of a new shop. Gotham commented that a new building could potentially cost as much as $500,000.00.  Details of possible grant funds through CDBG (Community Development Block Grant) and the DNR were discussed. Options on applying for possible funding and requesting a variance for the application to the DNR were discussed.  Motion by Fillion, seconded by Trott to approve drafting a request for a variance for the application to the DNR to pursue a grant for funding, carried.

Public Welfare:
Pine Trees in Village Park: Newman reported the Village has received reimbursement of $5,000.00 through the Urban Forestry Grant for the pine tree removal project in the Village Park. The project is complete.  Motion by Fillion, seconded by Trott to remove the “Pine Trees in Village Park” issue from the Agenda, carried.

Industrial Site:
Committee Meeting December 7, 2016 Report: A Committee meeting was held on December 7, 2016 to discuss the potential sale of wetlands at the Village’s Industrial Site. Several issues were discussed on how to move forward.  Size of the parcel was one of the items discussed along with obtaining a legal description for it.  At that meeting the Committee recommended that any sale or lease of the parcel is off the table for now.

Potential Sale of Wetland in Industrial Park: Discussion was held on the potential sale of wetland in the Industrial Park. Jim Frisinger presented an offer to purchase the land. Motion by Skogen, seconded by Fillion to refer the “Potential Sale of Wetland in Industrial Park” issue to committee for further review, carried.

UNFINISHED BUSINESS:
Update Ordinances: Motion by Fillion, seconded by Trott to table the “Update Ordinances” issue until the February, 2017 Regular Board Meeting, carried. A meeting will be scheduled in January to review more Ordinances.

APPROVAL OF BILLS: Motion by Trott, seconded by Fillion to pay vouchers and electronic tax payments totaling $50,413.61, carried.

ANNOUNCEMENTS: 2017 Caucus-Will be held on Monday, January 16, 2017 at 6:00 p.m. at the Village Hall, 100 W. River Avenue, Bruce, WI.

ADJOURNMENT: Motion by Fillion, seconded by Trott to adjourn, carried.  Adjournment was at 7:37 p.m.
