BOARD MEETING MINUTES
July 3, 2017

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, July 3, 2017.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Shane Trott, Gayanne Skogen, Mark Zimmer, John Hoiby and Galen Brainerd. Both Clerks attended also.

Motion by Trott, seconded by Skogen to approve the Agenda, carried.

Motion by Zimmer, seconded by Brainerd to dispense of the reading and approve the minutes of the June 5, 2017 Regular Board Meeting, carried.

TREASURER’S REPORT: Motion by Zimmer, seconded by Trott to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported chlorination of the water system started today and will continue through September. Cross walks and hydrants are being painted this week.  The maintenance workers are busy mowing grass around the Village in preparation for the Blue Hills Festival.  Darlene asked to have a committee meeting scheduled in July to discuss purchasing new water meters.  The Board complimented the workers on how nice everything looks in the Village.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS: None.

PUBLIC COMMENTS: Dave Jandrt attended the meeting to discuss issues he has with a ditch that runs through his property at 629 N. Daily Street. Because of the excessive amount of rain this year, the area has been flooded three times according to Jandrt. He asked the Board to replace the culvert on his property to help solve the problem.

Jackie Johnson attended the meeting to discuss concerns she has regarding the traffic on Jeffrey Lane during spring & summer baseball games, as well as during the Blue Hills Festival. Cars are going way too fast and it is a safety concern to homeowners in the area. She also asked if the Village has a designated storm shelter for residents to go to during a tornado.  She asked if a light can be installed on the flag pole near center field on the baseball field.  The American flag is raised on the pole and has not been taken down properly after games. Newman will look into the issues and be in contact with Johnson.

Larry Meisegeier attended the meeting to discuss possible use of land at the Village’s Industrial Site. He informed the Board that he has potential investors that are interested in building a plant to process sheep dairy milk. The Board agreed to schedule a meeting with Meisegeier later this month.  The Board also told Meisegeier that they would have to see a business plan from him before any decision is made to sell any land.

APPLICATIONS:
Building Permits: Motion by Zimmer, seconded by Trott to approve a building permit for Dale Lund to re-roof his garage at 1115 E. Chippewa Avenue, carried.
Motion by Trott, seconded by Zimmer to approve a building permit for Rick Moen to remodel the interior of his house at 1340 N. 2nd Street, carried.

COMMITTEE REPORTS:
Utility:  2016 Consumer Confidence Report (CCR) Submitted to DNR: The annual (CCR) Consumer Confidence Report, a water quality report, has been submitted to the Department of Natural Resource. Publication and posting requirements have been met.  A copy of the annual report is available at the Village Hall and on the Village’s website.

Public Works: Potential New Village Shop: Nothing new to report. Motion by Zimmer, seconded by Trott to approve tabling the “Potential New Village Shop” issue until the August, 2017 Regular Board Meeting, carried.

Public Welfare: Park Playground Equipment: Newman reported fundraising is going well for new playground equipment at the Village Park. So far, $12,130.00 has been raised, including a recent donation of $4,000.00 from the Bruce Kiwanis.  Grants are still being sought and civic groups have also shown interest in donating.  Motion by Skogen, seconded by Trott to table the “New Playground Equipment at the Village Park” issue until the August, 2017 Regular Board Meeting, carried.

Administration: Update Ordinances: A Committee meeting will be scheduled to review Ordinance Title 10 for possible updates.  Motion by Zimmer, seconded by Trott to table the “Update Ordinances” issue until the August, 2017 Regular Board Meeting, carried.

Employee Wage Negotiations: Motion by Trott, seconded by Skogen to refer the “Employee Wage Negotiations” issue to Committee, carried. A meeting will be scheduled in July to review employee’s requests.

Finance: League of Municipalities Mutual Insurance-Dividend Payment: The Village of Bruce has received a dividend check in the amount of $1,505.00 from the League of Municipalities Mutual Insurance for the 2016 policy.

Industrial Site: A Committee Meeting will be scheduled this month to discuss a request for land sale for a Dairy Plant at the Industrial Site.

NEW BUSINESS: Galen Brainerd reported on the recent Bruce Fire Department meeting he attended representing the Village of Bruce.

APPROVAL OF BILLS: Motion by Skogen, seconded by Zimmer to pay vouchers and electronic tax payments totaling $58,387.00, carried.

ANNOUNCEMENTS: Blue Hills Festival-July 14th, 15th, & 16th, 2017.  Sponsored by the Bruce Blue Hills Lions Club. Bruce Belter’s City League Baseball, American Legion Baseball, Babe Ruth Baseball, Little League Baseball, horseshoe & Texas Hold’em Tournaments, bar stool & lawnmower races and many other events will be held during the festival.  Music and fireworks on Friday and Saturday night and a parade on Sunday.  There will be a Knight’s of Columbus Pancake Feed, Kiwanis Chicken Dinner, a 5K Run/Walk and a kids race that will be held on July 15th at 9:00 a.m. Registration begins at 8:00 a.m.
Car Show & Craft Fair-July 15th, 2017-Main Street in Bruce-Participants are welcome to enter their cars in the Car Show and vendors are needed for the Craft Fair.  The Car Show is from 10 am to 2 pm & the Craft Fair is from 9am to 4pm.  Contact the Village Hall at 868-2185 for more information.
