BOARD MEETING MINUTES
July 6, 2015

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, July 6, 2015.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Shane Trott, Jim Doke, Gayanne Skogen, Mark Zimmer, Bobbi Jo Fillion and Jim Moore.  Both Clerks attended also.

Motion by Fillion, seconded by Doke to approve the Agenda, carried.

Motion by Fillion, seconded by Trott to dispense of the reading and approve the minutes of the June 1, 2015 Regular Board Meeting and the June 18, 2015 Special Board Meeting, carried.

TREASURER’S REPORT:  Motion by Fillion, seconded by Skogen to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow reported the CMAR report is completed and ready for Board approval.  In 2014 there was a sanitary sewer overflow and the Board is required to respond within the report on the action taken.  Toby Kostick will be retiring in November, 2015 and a committee meeting will be held in the near future to address replacing him.  Three areas need to be blacktopped in the Village where utility work was done.  A quote from Monarch Blacktopping for $8,000.00 and a $4,800.00 quote from the Rusk County Highway Department were considered for approval to patch the areas.   Motion by Doke, seconded by Fillion to approve hiring the Rusk County Highway Department to blacktop the three areas in the Village for $4,800.00, carried.

Wundrow reported she is still searching for a plow truck to purchase to replace the existing truck. Jim Wester has been helping out by inspecting a few that have been available.

Chlorination of the water system began on July 1st and will continue through September.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:

Bruce Historical Society-John Cameron:  John Cameron spoke on behalf of the Bruce Historical Society requesting financial assistance to help keep the museum operating.  He explained the current membership dues are not generating a lot of money and they are considering raising them. Rising costs for insurance have become a financial burden.  The museum is open this summer on Wednesdays from 10 am to 2 pm.  Volunteers will help staff the museum during those hours.  The next scheduled meeting for the Historical Society is Sunday, July 19th at 7 pm at the museum.  A computer genealogy workshop will be held on July 19th from 3 pm to 7 pm at the Bruce Area Library and a Pie & Ice Cream Social fundraiser is scheduled for July 26th at the Apollonia Church.  Everyone is welcome to attend these events.  Members of the Bruce Historical Society will have a booth set up at the Blue Hills Festival providing information to the public. Motion by Doke, seconded by Fillion to approve a donation of $100.00 to the Bruce Historical Society, carried

APPLICATIONS:

Building Permits: 

Motion by Fillion, seconded by Trott to approve a building permit for Jerry Grissom to install a privacy fence at 326 West River Avenue, carried.

Motion by Fillion, seconded by Doke to approve a building permit for Merwyn & Bonnie Tatro to re-roof there house at 710 North 3rd Street, James Kane doing the work, carried.

Motion by Trott, seconded by Fillion to approve a building permit for Eldon Skogen to re-roof his house at 1038 North 1st Street, with Gayanne Skogen abstaining from voting, carried.

Motion by Fillion, seconded by Trott to approve a building permit for James Kane to re-roof the Bruce Post Office at 719 North 1st Street, carried.

Motion by Trott, seconded by Zimmer to approve a building permit for Glenn Reynolds to re-roof, insulate and replace windows on his house at 1121 E. Chippewa Avenue, carried.

Operator’s License:  Motion by Zimmer, seconded by Fillion to approve an operator’s license for Cassandra-Lee E. Tomaszewski, carried.

Street Use Permit:  Motion by Zimmer, seconded by Fillion to approve a Street Use Permit for Glory B’s Irish Saloon, LLC, 832 N. Main Street, to close Railroad Avenue from Main Street east to the alley to hold an anniversary party, street dance and picnic dinner on Saturday, August 1, 2015, carried.

COMMITTEE REPORTS: 

Public Safety: 

Notification from State Commissioner of Railroads of Wisconsin Central Ltd. Petition for Closure of 1st Street and Blackburn Street Crossings:  Newman reported a bill for $250.00 has been sent to CN Railroad for reimbursement of the temporary barricades that the Village rented from the Rusk County Highway Department for the 1st Street railroad crossing.  Motion by Doke, seconded by Trott to approve removing the “Notification from State Commissioner of Railroads of Wisconsin Central Ltd. Petition for Closure of 1st Street and Blackburn Street Crossings” issue from the Agenda, carried.

Utility:

CMAR Resolution: Motion by Doke, seconded by Fillion to approve the Compliance Maintenance Agreement Report (CMAR), Resolution #15-01, as completed, carried.  The report is due to the Department of Natural Resources for the wastewater treatment operations & permits and will be submitted electronically by Darlene Wundrow.

2014 Consumer Confidence Report (CCR) submitted to DNR: The annual (CCR) Consumer Confidence Report, a water quality report, has been submitted to the Department of Natural Resources.  Publication and posting requirements have been met.  A copy of the annual report is available at the Village Hall.

Public Works:

Purchase Proposal for property at 339 S. Main Street:  Motion by Zimmer, seconded by Fillion to refer the “Purchase Proposal for property at 339 S. Main Street” issue to Committee, carried.

Rusk Surveying-Invoice Approval: Rusk County Surveying completed work on surveying the land where the Village Shop is currently. Motion by Fillion, seconded by Trott to approve paying the invoice of $2,300.00 to Rusk Surveying for the survey they completed of the property, carried. Discussion was held on options to possibly build a new building on the current site. Motion by Zimmer, seconded by Doke to refer the “Potential New Village Shop” issue to committee, carried.

Public Welfare:

Drainage Ditch at Village Park: Wundrow talked to the individual that will inspect the drainage ditch at the Village Park and provide options on how to improve the area. He will contact her to schedule a time to meet.  Motion by Fillion, seconded by Trott to approve tabling the “Drainage Ditch at Village Park” issue until the August, 2015 Regular Board Meeting, carried.

ATV Routes Signage: Signs are in the process of being installed throughout the Village for the ATV routes.  Volunteers are needed to help complete the signage.   Motion by Zimmer, seconded by Fillion to table the “ATV Routes Signage” issue until the August, 2015 Regular Board Meeting, carried.  Once all signs are installed the routes will be officially open for use.

Finance: 

Plow Truck Purchase: There is a truck available for purchase from a municipality in Milwaukee. Discussion was held on who would inspect the truck and how they should be compensated for their time. There are a few trucks in other areas that are for sale also. Motion by Zimmer, seconded by Fillion to approve paying Jim Wester ten dollars an hour and mileage to travel to inspect plow trucks for the Village that are for sale, carried.  Motion by Zimmer, seconded by Fillion to table the “Plow Truck Purchase Issue” until the August, 2015 Regular Board Meeting, carried.

USDA-Rural Development Sewer & Water Loan Payments: Semi Annual payments were made on June 8, 2015 for the sewer loan in the amount of $2,005.00 and the water loan in the amount of $13,081.00 to USDA Rural Development.

League of Wisconsin Municipalities Mutual Insurance-Dividend Payment: The Village of Bruce has received a dividend check in the amount of $1,207.00 from the League of Wisconsin Municipalities Mutual Insurance for the 2014 policy.

UNFINISHED BUSINESS:

Kiwanis Playground Equipment Grant Donation-Arlene Knops: Newman will meet with Arlene Knops to select playground equipment to purchase with the $500.00 grant money that the Kiwanis was awarded for recreational improvements.  Motion by Doke, seconded by Fillion to table the issue until the August, 2015 Regular Board Meeting, carried.  A Committee Meeting will be scheduled in the future to discuss raising funds to purchase new playground equipment for the Park.

NEW BUSINESS:

Bruce Area Girl Scout Camp-Donation Request: The Bruce Area Girl Scout Camp is held every year at Trails End Campground and organizers are asking for a donation again this year.

It is a three day camp for girls ranging from first grade to high school.  Motion by Zimmer, seconded by Moore to approve donating $100.00 to the Bruce Area Girl Scout Day Camp, carried.

APPROVAL OF BILLS: Motion by Fillion, seconded by Trott to pay vouchers and electronic tax payments totaling $67,270.47, carried.

ANNOUNCEMENTS:

Blue Hills Festival-July 10th, 11th, & 12th, 2015.  Sponsored by the Bruce Blue Hills Lions Club. Bruce Belter’s City League Baseball, American Legion Baseball, Babe Ruth Baseball, Little League Baseball, horseshoe & Texas Hold’em Tournaments, bar stool & lawnmower races will be held during the festival.  Music and fireworks on Friday and Saturday night and a parade on Sunday.  There will be a Knight’s of Columbus Pancake Feed, Kiwanis Chicken Dinner and Nathaniel Lutheran Church Pie Social.  A 5K Run/Walk and a kids race will be held on July 11th at 9:00 a.m., registration begins at 8:00 a.m.
