BOARD MEETING MINUTES
June 5, 2017

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, June 5, 2017.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Shane Trott, Gayanne Skogen, Mark Zimmer, Bobbi Jo Fillion, John Hoiby and Galen Brainerd. Terry Hegeholz attended also.

Motion by Trott, seconded by Fillion to approve the Agenda, carried.

Motion by Zimmer, seconded by Fillion to dispense of the reading and approve the minutes of the May 1, 2017 Regular Board Meeting and the May 17, 2017 Board of Review, carried.

TREASURER’S REPORT: Motion by Trott, seconded by Fillion to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and discussed the annual CMAR report. It is a report filed with the Department of Natural Resources for the Village’s sewer system and treatment plant.  New reporting for the financial information suggests having the rates reviewed every two years.  A response from the Village will be submitted as part of the reporting.  The maintenance crew has been down to the Amacoy Lake area helping with clean-up after the May 16, 2017 tornado went through the area. The streets have been swept by Don’s Sweeper Service again this year.

APPLICATIONS:
Building Permits: Motion by Zimmer, seconded by Fillion to approve a building permit for Pat Rothenbach to re-roof his house at 200 S. Main Street, carried. Motion by Zimmer, seconded by Trott to approve a building permit for James Harmon to re-roof and replace windows on his house at 621 N. Alvey Street, carried. Motion by Trott, seconded by Fillion to approve a building permit for Cherri Manosky to build an enclosed patio on her property at 621 N. Blackburn Street, carried. Motion by Zimmer, seconded by Trott to approve a building permit for Burt Zielke to remodel the interior of his house and install steps and a deck at his property at 418 S. Richard Lane, carried. Motion by Trott, seconded by Fillion to approve a building permit for Alexander Samardzich to build an addition onto his garage and re-roof half of the existing garage at 812 N. 4th Street, carried.
Regular Operator’s Licenses: Motion by Fillion, seconded by Trott to approve a regular operator’s license for Alison M. Kempen, carried. Motion by Zimmer, seconded by Fillion to approve a regular operator’s license for Kasandra A. Zebro, carried. Motion by Zimmer, seconded by Fillion to approve a regular operator’s license for Sheri A. Wallace, carried. Motion by Trott, seconded by Fillion to approve a regular operator’s license for Sherri C. Dunphy, carried. Motion by Fillion, seconded by Trott to approve a regular operator’s license for Denise R. Ray, carried.
Liquor License Renewals:
Class “A” Beer: Motion by Zimmer, seconded by Fillion to approve a Class “A” Beer License for J & S Sales of Chippewa Falls, d/b/a Express Mart, Brenda Gauthier, Agent, carried.
Class “B” Combo Liquor & Beer: Motion by Zimmer, seconded by Fillion to approve a Class “B” combo Liquor & Beer License for Glory B’s Irish Saloon, LLC, d/b/a Glory B’s Irish Saloon, Jeff Schley, Agent, carried. Motion by Trott, seconded by Fillion to approve a Class “B” Combo Liquor & Beer License for Northern Spirits Enterprises, Ltd., d/b/a Hot Shots, John R. Hoiby, Jr., Agent, carried. Coin Machine Licenses: Motion by Zimmer, seconded by Fillion to to approve Coin Machine Licenses for Glory B’s Irish Saloon, Northern Spirits Enterprises, Ltd.(Hot Shots), The Pour House Tavern Inc., DairiConcepts, Bruce American Legion and the Bruce Public School, carried.
2017-2018 Operator’s License Renewals: Motion by Zimmer, seconded by Fillion to approve the renewal of the 2017-2018 operator licenses for the following people: Brenda M. Gauthier, Shirley M. COMMITTEE REPORTS:
Utility:
CMAR Resolution: Motion by Fillion, seconded by Trott to approve the Compliance Maintenance Agreement Report (CMAR), Resolution # 17-01, as completed, carried. The report is due to the Department of Natural Resources for the wastewater treatment operations & permits and will be submitted electronically by Darlene Wundrow.

Public Works:
Potential New Village Shop: Nothing new to report. Motion by Fillion, seconded by Trott to approve tabling the “Potential New Village Shop” issue until the July, 2017 Regular Board Meeting, carried.

Public Welfare:
Park Playground Equipment: Newman reported we are still seeking grant funds to help pay for the equipment. Motion by Fillion, seconded by Trott to table the “New Playground Equipment at the Village Park” until the July, 2017 Regular Board Meeting, carried.
Removal of Tires Around Playground Equipment:  Wundrow reported the tires that are around the playground equipment at the Village Park should be removed because they are in bad shape and unsafe for kids to climb on.  Motion by Zimmer, seconded by Fillion to approve removing the old tires around the playground equipment at the Village Park, carried.

Administration:
Update Ordinances: A Committee meeting was held on May 2, 2017 to review Ordinance Title 10 for possible updates.  Motion by Trott, seconded by Fillion to table the “Update Ordinances” issue until the July, 2017 Regular Board Meeting, carried.

Finance:
Northwest Refrigeration Service, LLC-Bi-Annual Maintenance Agreement Approval: Motion by Fillion, seconded by Trott to approve a bi-annual preventative maintenance agreement for $417.63 with Northwest WI Refrigeration Service, LLC, for the heating and cooling equipment at the Village Hall, carried.
Resolution Designating Public Depository-Chippewa Valley Bank: Motion by Fillion, seconded by Trott to approve the resolution designating Chippewa Valley Bank as a public depository and to authorize the Village President, authorized Trustees and Clerks to sign resolutions for banking procedures, including loans and certificates of deposits, carried.

Industrial Site:
Committee Meeting May 16, 2017 Report: The Committee met with Rusk County Economic Development Coordinator Andy Albarado to discuss development options and status of the Village’s Industrial Park.

NEW BUSINESS:
Review 2016 TID 1 & 2 Annual Reports: The 2016 Annual Reports for TID 1 & 2 were reviewed as part of new requirements set by the Department of Revenue. The affected taxing jurisdictions were notified of the meeting.  The final reports will be completed online in June.

APPROVAL OF BILLS: Motion by Fillion, seconded by Trott to pay vouchers and electronic tax payments totaling $39,943.29, carried.

CORRESPONDENCE: Newman read a letter submitted to the Board by Burt Zielke, 418 S. Richard Lane, stating he does not want to hook up to the Village’s Sewer System.  He will be addressing problems with his current septic system and possibly replacing it soon.

ANNOUNCEMENTS:
Bruce Community Farmer’s Market-Friday’s from 1:00 p.m. to 5:00 p.m., June 2nd through October 27th.  The market will be located at the Bruce Telephone garden area at the corner of Highway 8 & North Alvey Street.
Village Wide Garage Sales-June 10, 2017. Maps will be available at the Village Hall and businesses in Bruce.  Please contact the Village Hall for more details.
Rusk County Clean Sweep-Saturday, June 17, 2017, from 8 am to 1 pm, at the Rusk County Highway Department Shop.
Blue Hills Festival-July 14th, 15th, & 16th, 2017.  Sponsored by the Bruce Blue Hills Lions Club. Bruce Belter’s City League Baseball, American Legion Baseball, Babe Ruth Baseball, Little League Baseball, horseshoe & Texas Hold’em Tournaments, bar stool & lawnmower races will be held during the festival.  Music and fireworks on Friday and Saturday night and a parade on Sunday.  There will be a Knight’s of Columbus Pancake Feed, Kiwanis Chicken Dinner.  A 5K Run/Walk and a kids race will be held on July 15th at 9:00 a.m., registration begins at 8:00 a.m.
Car Show & Craft Fair-July 15th, 2017-Main Street in Bruce-Participants are welcome to enter their cars in the Car Show and vendors are needed for the Craft Fair.  The Car Show is from 10 am to 2 pm & the Craft Fair is from 9am to 4pm.  Contact the Village Hall at 868-2185 for more information.
