BOARD MEETING MINUTES
June 6, 2016

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, June 6, 2016.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Mark Zimmer, Shane Trott, Jim Doke,

Gayanne Skogen and Jim Moore.  Both Clerks attended also.

Motion by Zimmer, seconded by Trott to approve the Agenda, carried.

Motion by Doke, seconded by Trott to dispense of the reading and approve the minutes of the May 2, 2016 Regular Board Meeting and the May 16, 2016 Board of Review, carried.

TREASURER’S REPORT:  Motion by Zimmer, seconded by Trott to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported that Municipal Well & Pump will start the rehab for Well # 3 on June 6th or 7th.  She reported the CMAR Report is completed and ready to submit to the DNR.  Eliza Johnson has completed a canvas plat board for the 6th Addition in the Village Cemetery for his Eagle Scout project.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:

PUBLIC COMMENTS:

Dave Williams, along with several members of the Rusk Riders ATV Club, attended the Board Meeting to discuss the current status of the routes in the Village and possibly gaining access to using the west side of the Village. The west end of Business 40 and County Road O is the area that is the most feasible for ATV access.  The second option is to follow Business 40 and then go south to the Village’s Industrial Park and follow the edge of it.  The third option would be crossing Highway 8 a couple of times on the west side of the Village.  Larry Quinn and the ATV Club have been instrumental in helping establish route options.  Newman reported he has been in contact with Senator Jerry Petrowski’s office and Assemblyman Jim Edming’s office for help in the process.

Waste Management Representative, Diana Siebels, attended the Board meeting and introduced herself to the Board.  She stated Waste Management appreciates the opportunity to serve the community and looks forward to working with the Village in the future.  This year’s $2,000.00 donation from Waste Management will be used to re-roof the bathroom building at the Village Park.

APPLICATIONS:
Operator’s Licenses: 
Motion by Zimmer, seconded by Doke to approve a regular operator’s license for Brenda K. Sampson, carried.

Building Permits: Motion by Zimmer, seconded by Doke to approve a building permit for Josh Prohaska to re-roof a house he owns and install new siding & windows at 1022 N. 2nd Street, carried.

Motion by Zimmer, seconded by Skogen to approve a building permit for Tim Dolan to replace the roof on his house at 635 N. Alvey Street, carried.

Motion by Trott, seconded by Doke to approve a continuation of a building permit to build an addition onto the back of the Pour House Tavern at 626 N. Main Street, carried.

Motion by Zimmer, seconded by Trott to approve a building permit for Barry Frisinger to build a new single family home at 1117 E. Chippewa Avenue, carried.

Sidewalk Permit:  Motion by Zimmer, seconded by Doke to approve a sidewalk permit for the Bruce Federated Church at 730 N. 2nd Street to replace some of the sidewalk, carried.

Liquor License Renewals:
Class “A” Beer: Motion by Zimmer, seconded by Trott to approve a Class “A” Beer License for J & S Sales of Chippewa Falls, d/b/a Express Mart, Brenda Gauthier, Agent, carried.

Class “B” Combo Liquor & Beer: Motion by Doke, seconded by Zimmer to approve a Class “B” combo Liquor & Beer License for Glory B’s Irish Saloon, LLC, d/b/a Glory B’s Irish Saloon, Jeff Schley, Agent, carried.

Motion by Doke, seconded by Trott to approve a Class “B” Combo Liquor & Beer License for Northern Spirits Enterprises, Ltd., d/b/a Hot Shots, John R. Hoiby, Jr., Agent, carried.

Motion by Zimmer, seconded by Trott to approve a Class “B” Combo Liquor & Beer License for The Pour House Tavern Inc., d/b/a the Pour House Tavern Inc., Kimberly Grasley, Agent, carried.

Cigarette Licenses:  Motion by Doke, seconded by Trott to approve Cigarette Licenses for Express Mart and Hot Shots, carried.

Coin Machine Licenses: Motion by Skogen, seconded by Trott to approve Coin Machine Licenses for Glory B’s Irish Saloon, Northern Spirits Enterprises, Ltd., The Pour House Tavern Inc., DairiConcepts, Bruce American Legion and the Bruce Public School, with Zimmer abstaining, carried.

2016-2017 Operator’s License Renewals:  Motion by Zimmer, seconded by Doke to approve the renewal of the 2016-2017 operator licenses for the following people: Brenda M. Gauthier, Shirley M. Street Use Permit: Bruce Blue Hills Lions Club: A Blue Hills Lions Club member spoke to the Board about blocking off part of Main Street to hold water fights on Main Street on Saturday, July 9th during the Blue Hills festival.  The Board discussed the request.  Fire Chief Jim Locke attended the meeting and offered suggestions.  The operators of The Pour House Tavern attended the meeting and discussed the matter with the Board.  Motion by Zimmer, seconded by Doke to table any action on the request from the Bruce Blue Hills Lions Club to have Main Street blocked off for water fights on Saturday, July 9th from 11 am to 2 pm., carried.  It will be discussed again at a Special Board Meeting on June 15th.

Temporary Class “B” (Picnic) License:

Motion by Zimmer, seconded by Doke to table any action on approving a Temporary Class “B” (Picnic) License for the Bruce Blue Hills Lions Club for July 9th, 2016, using it downtown on Main Street, carried. It will be discussed again at a Special Board Meeting on June 15th.

COMMITTEE REPORTS:

Utility:
Generator Electrical Upgrade for Operating Wells During a Power Outage-Meyer Electric Service Proposal: Wundrow reported the Village currently has back up power to Well #3 during an emergency outage so we can pump water.  A tractor would be used to run the PTO.  Right now with the rehab of Well #3 if there was an outage the workers would have no way to pump more water into the water tower.  She explained the proposal from Meyer Electric to upgrade the electrical availability by installing a transfer switch to run the generator on Well #1.  Option #1 on the proposal is to install an electrical box to service the entire building at a cost of $2,535.00.  Option #2 is to install a 100 amp transfer switch to run just the pump for Well #1 for $1,856.00.  Motion by Skogen, seconded by Moore to approve accepting the option #1 proposal from Meyer Electric to install an electrical box to service the entire building and adding a 200 amp transfer switch and receptacle to plug in a generator to run Well #1 spending approximately $2,535.00, carried.

CMAR Resolution:  Motion by Doke, seconded by Zimmer to approve the Compliance Maintenance Agreement Report (CMAR), Resolution # 16-02, as completed, carried.  The report is due to the Department of Natural Resources for the wastewater treatment operations & permits and will be submitted electronically by Darlene Wundrow.  She stated the grading numbers on the report are very good for a treatment plant that is as old as the Village’s is.

Public Works:

Potential New Village Shop:    Nothing new to report.  Motion by Doke, seconded by Trott to table the “Potential New Village Shop” issue until the July, 2016 Regular Board Meeting, carried.

Advertise for Bids for Chippewa Avenue Blacktop Replacement-LRIP Funding Project: An ad has been published in the Ladysmith News to accept bids for the Chippewa Avenue Blacktop Replacement-LRIP Funding Project. Motion by Zimmer, seconded by Trott to table the “Advertise for Bids for Chippewa Avenue Blacktop Replacement-LRIP Funding Project” issue, carried.
Special Board Meeting-June 15, 2016, 5:00 p.m.-Bid Opening: Motion by Zimmer, seconded by Trott to approve scheduling a Special Board Meeting for Wednesday, June 15, 2016 to open bids for the Chippewa Avenue Blacktop Preplacement-LRIP Funding Project, carried.
Public Welfare:

Drainage Ditch at Village Park: Wundrow has a few estimates on the cost to install a plastic culvert in the drainage ditch at the Village Park.  Motion by Zimmer, seconded by Skogen to approve tabling the “Drainage Ditch at Village Park” issue until the July, 2016 Regular Board Meeting, carried.

Pine Trees in Village Park: Newman reported that, as part of the grant requirements, the first report on the project is due by June 30, 2016. Motion by Doke, seconded by Trott to table the “Pine Trees in Village Park” issue until the July, 2016 Regular Board Meeting, carried.

Administration:

Committee Meeting May 25, 2016 Report: Newman reported a meeting was held on May 25, 2015 to begin the process of reviewing and updating the Village of Bruce Ordinances.  The Administration Committee will meet monthly to continue the work.

Finance: 

League of WI Municipalities Mutual Insurance-Dividend Payment:  The Village of Bruce has received a dividend check in the amount of $1,058.00 from the League of WI Municipalities Mutual Insurance for the 2015 policy.
Worker’s Comp. Audit-Premium Refund: 
The Village of Bruce has received a refund in the amount of $743.00 as a result of the worker’s comp. audit for the 2015 policy from Spectrum Insurance Group.

Northwest Refrigeration Service, LLC-Bi-Annual Maintenance Agreement Approval:  Motion by Doke, seconded by Zimmer to approve a bi-annual preventative maintenance agreement for $417.63 with Northwest WI Refrigeration Service, LLC, for the heating and cooling equipment at the Village Hall, carried.

Committee Meeting May 25, 2016 Report: The Finance Committee met to review several items.  One of which was to discuss a property owner’s interest in a 33 foot right-of-way on the east side of the Village Shop.

UNFINISHED BUSINESS:

Kiwanis Playground Equipment Grant Donation-Arlene Knops: The swing has been installed on the playground at the Village Park and they are of good quality material.  Thank you to the Kiwanis for their efforts in purchasing the equipment.  Motion by Doke, seconded by Trott to approve removing the “Kiwanis Playground Equipment Grant Donation” issue from the Agenda, carried.

Update Ordinances: Motion by Zimmer, seconded by Trott to table the “Update Ordinances” issue until the July 5, 2016 Regular Board Meeting, carried.

Plow Truck Repairs:  Nothing new to report.  Motion by Zimmer, seconded by Skogen to table the “Plow Truck Repairs” issue until the July 5, 2016 Regular Board Meeting, carried.

NEW BUSINESS: 

Schedule July Board Meeting-Holiday Conflict:  Motion by Zimmer, seconded by Skogen to approve scheduling the July Board Meeting for Tuesday, July 5th, 2016 at 7:00 p.m., carried.

APPROVAL OF BILLS: Motion by Doke, seconded by Trott to pay vouchers and electronic tax payments totaling $47,828.20, carried.

ANNOUNCEMENTS:

Village Wide Garage Sales-June 11, 2016.  Maps will be available at the Village Hall and businesses in Bruce.  Please contact the Village Hall for more details and to sign up.

Rusk County Clean Sweep-June 11, 2016, from 8 am to 1 pm, at the Rusk County Highway Department.
