BOARD MEETING MINUTES
March 4, 2019

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, March 4, 2019.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were John Hoiby, Shane Trott, Gayanne Skogen, Galen Brainerd, Mark Zimmer & Karen Hanson.  Terry Hegeholz attended also. 

Motion by Brainerd, seconded by Zimmer to approve the Agenda, carried.

Motion by Skogen, seconded by Hanson to approve the February 4, 2019 Regular Board Meeting minutes, carried.

TREASURER’S REPORT:  Motion by Zimmer, seconded by Hoiby to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported that snow removal is taking time because of the volume of snow from the recent winter storms.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS: None

PUBLIC COMMENTS: None.

Liquor License
Motion by Zimmer, seconded by Hanson to approve a Class “A” Fermented Malt Beverage & Class “A” Liquor License for Dolgencorp., LLC, d/b/a Dollar General Store #19877, carried.
Agent Approval
Motion by Zimmer, seconded by Skogen to approve Debra Jopek, Agent for Dolgencorp, LLC, carried.
Auxillary Approval
Motion by Hoiby, seconded by Trott to approve the Auxillary application for Debra Jopek, Jason Reiser & Lawrence Gatta, carried.
Operator’s Licenses
Motion by Hanson, seconded by Trott to approve regular Operator’s Licenses for Brooke A. Gauthier and Jessica C. Grunewald, carried.
Coin License
Motion by Brainerd, seconded by Zimmer to approve a Coin License for Sean Nagel, carried.

COMMITTEE REPORTS:
Public Works:
Potential New Village Shop Update: Larry Gotham of Morgan & Parmley, Ltd. attended the meeting to give an update on the project. 
Bid Opening February 28, 2019 Results:  Larry Gotham of Morgan & Parmley, Ltd. gave a detailed overview of the bids received at the bid opening.  The Village received five bids for the Shop Building Project. Bids totals were as follows: A-1 Excavating $744,595.00, Lechleitner Builders $746,415.81, Springlake Contracting $763,000.00, R.J. Jurowski Construction $773,399.25 & Jerry Geist & Sons $813,522.00. 
Discussion & Action for Award:  Discussion was held on the specifics of the bids and project.  Larry Gotham recommended accepting the lowest bid which was from A-1 Excavating.  Motion by Hanson, seconded by Trott to accept and award the bid to A-1 Excavating with their bid of  $744,595.00 for the Village Shop Project and approve authorizing the Village President to sign the contract and notice of award, carried.
Bond Counsel:  Motion by Zimmer, seconded by Trott to approve having Foley & Lardner Law Firm represent the Village of Bruce as bond counsel for the Village Shop project and to have the Village President sign necessary documents regarding the matter, carried.
Short Term &Interim Financing: The Board is seeking interim financing from financial institutions for the Shop/Well House construction project, carried.
Temporary Storage Unit Rental-Village Shop Equipment & Inventory:  Motion by Hanson, seconded by Trott to approve renting two 10ft. by 20ft. storage units for fifty dollars each a month for temporary storage for equipment and inventory during the construction of the new shop building, carried.
Public Hearing March 18, 2019, 6:00 p.m.: A Public Hearing is scheduled for March 18, 2019 at 6:00 p.m. regarding the Discontinuance of Public Ways. The land involved is north of the current Village Shop.
Special Board Meeting March 18, 2019, 6:15 p.m.: A Special Board Meeting is scheduled for March 18, 2019 at 6:15 p.m., after the Public Hearing is held, to adopt the Final             Resolution 19-01A.
North Main Street Reconstruction Project-USDA Rural Development Funding: Motion by Hoiby, seconded by Hanson to approve moving forward with the North Main Street Reconstruction Project contingent on CDBG eligibility and to table the “North Main Street Reconstruction Project-USDA Rural Development Funding” issue until the April, 2019 Regular Board Meeting, carried.

Public Welfare:
Flower Baskets on Main Street: No new information to report.  Motion by Zimmer, seconded by Hoiby to table the “Flower Baskets on Main Street” issue until the April, 2019 Regular Board Meeting, carried.

Administration:
Update Ordinances: An administration Committee was held on January 14, 2019 and the following changes to Title #10 of the Village Ordinances are recommended;
Ordinance 10-1-1 (c): Eliminate “of 1997-98” and rephrase with “most recent Wisconsin Statutes”.Ordinance 10-1-7:Change reference from “Police Department” to “Rusk County Sheriff’s Department”.
Ordinance 10-1-8:  Recommend creation of an “Official Traffic Map” .  We need this to comply with this Ordinance.  (Might be a good Eagle Scout Project for a local HS Student).
Ordinance 10-1-11:  Review with Public Works Director, and establish a Truck Route.  This needs to be updated since the closure of the 1st Street Railroad Crossing.
Ordinance 10-1-11 (h) (I) (j):  These should be reentered as (d) (e) (f).
Ordinance 10-1-12 (b) (1):  change speed limit from 25 mph to 15 mph in school zone when children are present.
Ordinance 10-1-20: Eliminate “Law Enforcement Officers” and replace with “Designated Village Officials”.
Ordinance 10-1-21: This deals with Snow Removal.  We already have updated rules concerning Snow Removal posted on our website.
Ordinance 10-1-28:  Change the listed times to “2:30 AM -6:00 AM (This will make for consistency with Ordinance 10-1-29, as highlighted on our Website).
Ordinance 10-3-6 (a) (b) (c) (d):  Add ATV/UTV’s to each of these.
Ordinance 10-3-7 (e):  Eliminate “of the Village of Bruce”.
Ordinance 10-3-7 (f):  Change “Director of Public Works” to “Current Area Snowmobile and ATV Clubs, with approval of Village Board”.
Ordinance 10-5-1 (a):  Change “48 days” to “48 Hours”.
Ordinance 10-5-3 (b) (1) (2):  Replace “Police Officer” with “Village Official”.
Ordinance 10-5-3 (c) (d):  Increase monetary references from $100.00 to $500.00.
Ordinance 10-5-3 (d): Insert: “delivered by Sheriff’s Department” right after phrase “Certified mail notice,”

Motion by Hanson, seconded by Skogen to approve changes to Title #10 of the Village Ordinances as listed, carried.  Motion by Zimmer, seconded by Brainerd to table the “Update Ordinances” issue until the April, 2019 Regular Board Meeting, carried. 

Committee Meeting January 14, 2019:  No action was taken on the recommended updates to Section 10-1. It will be discussed at the March 4, 2019 meeting.

Finance:
Municipal Property Insurance Company-Policy Premium: The 2019 policy renewal with Municipal Property Insurance Company for property coverage in the Village of Bruce is $5,098.00.  Motion by Hoiby, seconded by Trott to approve paying the annual policy premium of $5,098.00 to Municipal Property Insurance Company for property coverage, carried.
Worker’s Comp., Liability & Crime-Policy Premiums: Motion by Hoiby, seconded by Trott to approve paying the annual premium for the Village’s Workers Comp., Liability & Crime policies for approximately $16,769.00, carried.   
2019 Northwoods Escape-Annual 1/8 Page Advertisement:  Motion by Zimmer, seconded by Skogen to approve payment of $125.00 for a 1/8 page advertisement in the 2019 “Northwoods Escape” publication, carried. 

APPROVAL OF BILLS: Motion by Trott, seconded by Hanson  to pay vouchers and electronic tax payments totaling $209,631.62, carried.

ANNOUNCEMENTS:
Spring Election-April 2, 2019.  Poll hours are from 7:00 a.m. to 8:00 p.m. Village residents may vote at the Village Hall, 100 W. River Avenue, Bruce, WI  54819.

ADJOURNMENT:  Motion by Zimmer, seconded by Trott to adjourn, carried.  Adjournment was at 8:05 p.m.
