BOARD MEETING MINUTES
May 4, 2015

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, May 4, 2015.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Shane Trott, Jim Doke, Gayanne Skogen,

Mark Zimmer, Bobbi Jo Fillion and Jim Moore.  Both Clerks attended also.

Motion by Fillion, seconded by Zimmer to approve the Agenda, carried.

Motion by Doke, seconded by Fillion to dispense of the reading and approve the minutes of the April 6, 2015 Regular Board Meeting, carried.

TREASURER’S REPORT:  Motion by Fillion, seconded by Doke to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow reported the workers have been working in the park and cemetery to get the grounds mowed for the start of the summer.  She asked the Board for approval to purchase a new riding lawnmower to replace the old Husqvarna mower.  A price quote of $11,002.09, for a new John Deere Z920M commercial mower and bagger from Tractor Central was provided.  Motion by Doke, seconded by Zimmer to approve purchasing a John Deere Z920M commercial mower and bagger from Tractor Central of Chippewa Falls for $11,002.09, carried. Darlene reported the ambulance garage roof should be replaced on May 8th & May 9th, weather permitting and blacktop patching of the streets will begin on Monday, May 11th. An estimate of $20,046.99 to resurface the cemetery road with a two inch overlay was discussed and no action was taken.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:

Bruce School Earth Day, May 13, 2015-Student Projects & Annual Donation Request:  The Bruce School will be doing projects around the area for Earth Day on May 13th.  Motion by Fillion, seconded by Skogen to approve a donation of $200.00 to the Bruce School for Earth Day projects, carried.

Bruce Youth Ball-Annual Donation Request:  Motion by Zimmer, seconded by Fillion to approve the annual donation of $500.00 to the Bruce Youth Ball organization, carried.

Blue Hills Festival-July 10th, 11th & 12th, 2015-Bruce Blue Hills Lions Club Annual Donation Request:  Motion by Zimmer, seconded by Fillion to approve donating $1,500.00 to the Bruce Blue Hills Lions Club for the 2015 Blue Hills Festival, carried.  The festival will be held on July 10th, 11th & 12th with numerous events scheduled for each day.  Richard Jez attended the meeting on behalf of the Bruce Blue Hills Lions Club and informed the Board that the club would like to contribute money to help improve the volleyball courts.  The club will be making repairs to the track where the lawnmower and bar stool races are held.  He also asked if it would be feasible to expand the current concession stand by the baseball field.  Zimmer stated the Booster club would be willing to share the cost of purchasing a new deep fryer with the Lions Club.  Newman suggested another project could be to update the log cabin that is in the park so it can be used for parties and small gatherings.

North Main Street Reconstruction Project-Status Report: Nothing new to report.  Motion by Fillion, seconded by Skogen to approve tabling the ‘North Main Street Reconstruction Project’ until the June, 2015 Regular Board Meeting.

PUBLIC COMMENTS: There were none.

APPLICATIONS:

Operator’s Licenses:

Motion by Fillion, seconded by Doke to approve a regular operator’s license for McGregor C. Czyscon, Michelle L. Mason and Kalvin D. Zimmerman, carried.

Building Permits: 

Motion by Zimmer, seconded by Fillion to approve a building permit for Randy Doorn to build an addition onto his garage at 907 N. 1st Street, carried.

Motion by Zimmer, seconded by Fillion to approve a building permit for Julie Anderson to install a fence and patio on her property at 310 E River Avenue, carried.

Temporary Class “B” (Picnic) Licenses:

Motion by Zimmer, seconded by Doke to approve a Temporary Class “B” (Picnic) License for the Bruce Blue Hills Lions Club for July 10th, 11th & 12th, 2015 for the Blue Hills Festival charging them $5.00, carried.

Motion by Zimmer, seconded by Doke to approve a Temporary Class “B” (Picnic) License for the Bruce Belters Baseball Club charging $20.00 for the season from May 10th, 2015 to August 30th, 2015, carried.

COMMITTEE REPORTS: 

COMMITTEE MEMBER DESIGNATIONS:  Newman made recommendations for designation of committee members for 2015 & 2016.  Motion by Fillion, seconded by Doke to approve the following committee members for 2015-2016: Public Safety, Shane Trott and Bobbi Jo Fillion; Utility, Jim Doke and Mark Zimmer; Public Works, Shane Trott and Jim Moore; Public Welfare, Bobbi Jo Fillion and Jim Moore; Administration, Gayanne Skogen and Shane Trott; Finance, Jim Doke and Gayanne Skogen; Industrial Site, Jim Doke and Mark Zimmer; Bobbi Jo Fillion as the Village Board representative on the Library Board; representatives for the Bruce Fire Protection District, Mike Newman and Shane Trott; Mark Zimmer serving as Interim President and Mark Zimmer and Gayanne Skogen signing vouchers, carried.  The Village President is a member of all Committees.

Public Safety: 

Notification from State Commissioner of Railroads of Wisconsin Central Ltd. Petition for Closure of 1st Street and Blackburn Street Crossings:  Newman reported the permanent barricades have been installed at the 1st Street crossing but the removal of the blacktop has not been completed yet.  When we receive the bill from the Rusk County Highway Department for the use of the temporary barricades a bill will be sent to the railroad for reimbursement.   Motion by Fillion, seconded by Skogen to approve tabling the “Notification from State Commissioner of Railroads of Wisconsin Central Ltd. Petition for Closure of 1st Street and Blackburn Street Crossings” issue until the June, 2015 Regular Board Meeting, carried.

Public Works:

Committee Meeting April 29, 2015, Report:  Newman reported a committee meeting was held on April 29th to tour the building at 339 S. Main Street owned by Indianhead Community Action Agency to see if it would be feasible for a future shop building.  Jim Doke put a lot of effort into organizing the meeting.  The River of Life Church is currently leasing the building from ICAA and has an interest in purchasing it. They have first chance at it and the Village Board will consider an offer at a later date.  Motion by Doke, seconded by Fillion to table the “Village Shop” issue until the June 2015 Regular Monthly Board Meeting, carried.

Public Welfare:

Drainage Ditch at Village Park: There was no new information to report.  Motion by Fillion, seconded by Zimmer to approve tabling the “Drainage Ditch at Village Park” issue until the June, 2015 Regular Board Meeting, carried.

ATV Routes Signage: There was no new information to report.  Motion by Zimmer, seconded by Fillion to table the “ATV Routes Signage” issue until the June, 2015 Regular Board Meeting, carried.

Committee Meeting April 30, 2015 Report: A Committee Meeting was held on April 30th to address issues regarding unsightly properties and other complaints.  Discussion was held and another meeting will be scheduled in May to follow up on notices that were sent and any progress made.

Finance: 

Plow Truck Purchase: No new information to report.  Motion by Fillion, seconded by Zimmer to table the “Plow Truck Purchase Issue” until the June, 2015 Regular Board Meeting, carried.

UNFINISHED BUSINESS:

APPROVAL OF BILLS: Motion by Fillion, seconded by Moore to pay vouchers and electronic tax payments totaling $41,631.10, carried.

CORRESPONDENCE:

The Village has received annual contributions supporting the ambulance garage services from the following municipalities; Town of Stubbs $500, Atlanta $300, Big Bend $100, Thornapple $100 and the Village of Weyerhaeuser $250.  The contributions go towards the 2014 expenses.

ANNOUNCEMENTS:

Spring Clean Up-May 8th & 9th, 2015.  The Village collection site will be open from 9:00 a.m. to 3:00 p.m.  Curbside Pick-Up will be on Monday May 11th, 2015.  For those who can’t haul their own refuse please call the Village Hall at 868-2185 by 3:00 p.m. on Friday, May 8th, 2015, to arrange for pick-up.

Earth Day-May 13, 2015.  The Bruce School Students will be doing projects around the Village.

Cruise Night-Classic Auto Collision Center has set the calendar for Cruise Night in the parking lot at 705 N. Main Street in Bruce.  Every other Wednesday, May through September, from 6 pm to 9 pm (May 6th & 20th, June 3rd & 17th, July 1st, 15th & 29th, August 12th & 26th & September  9th) Main Street will be a display of all things on wheels.  Contact Classic Auto Collision Center at 715-868-CARS for more details.

Board of Review-May 20, 2015 from 6:00 p.m. to 8:00 p.m. at the Village Hall.  Open Book will be held on Wednesday, May 20, 2015 from 4:00 p.m. to 6:00 p.m.

Bruce Community Farmer’s Market-Friday’s from 2:00 p.m. to 6:00 p.m., June 5th through October 30th.  The market will be located at the Bruce Telephone garden area at the corner of Highway 8 & North Alvey Street.

Village Wide Garage Sales-June 13, 2014.  Maps will be available at the Village Hall and businesses in Bruce.  Please contact the Village Hall for more details.
